In reply to paragraph 4 of your Despatch No. 31

of the 31st. January, 1912, Sir F. T. Piggott advises me that section 2 of Ordinance No. 51 of 1911 is necessary in view of the provisions of section 5 of Ordinance No. 31 of 1911 because this Ordinance is not to come into operation until the revision is completed and the new edition approved by the Council, when it will be put in force by proclamation of the Governor.

With reference to your comment in paragraph 2

of your Despatch No. 54 of the 28th. February on the scantiness of the report which accompanied Ordinance No. 63 of 1911 Sir F. T. Piggott explains that it is quite impossible to give fuller reports on such an Ordinance. The work is as fully verified as possible by
